Team A is punting on 4th down near their own EZ. Team B blocks the punt. There is a scramble to recover the ball, it goes into and out of the back of the EZ. Team B is last to touch the ball.

Safety or Touchback?

Safety. The force that put the ball into the end zone is the kick. The block does not add a new force, nor does it matter who touched it last.
